AB 12
Under Assembly Bill 12 (2010), the state of California has expanded foster care services and now serves non-minor dependents between the ages of 18-21. Nevada County FYS/ILP has coordinated with county social services and probation to provide case management services to qualifying youth.
Eligibility
Eligible youth are those who have remained in foster care up to their 18th birthday and are actively working on a TILP (transitional independent living plan) with their social worker or probation officer. Youth must also be participating in one of (or a combination of) the following four criteria to be eligible.*
- Participating in secondary education (high school or equivalency)
- Post-secondary or Vocational Education
- Participating in a program or activity designed to promote or remove barriers to employment
- Participating in at least 80 hours of employment per month
Our Services
Nevada County ILP works collaboratively with county social services and probation staff to provide additional case management and support to youth in order to assist with achieving the goals of their TILP. Nevada County ILP staff can provide services and instruction in areas including, but not limited to:
- Assistance in enrolling in and completing post-secondary education
- Assistance with completing high school or obtaining equivalency (GED, CHSPE, enrollment in adult education)
- Referrals for financial aid and support programs
- Independent living classes and workshops
- College trips
- Tax preparation
- Money management

THP +
Nevada County FYS/ILP also houses the county’s THP+ program, providing transitional housing and case management to youth no longer eligible for AB 12 services. THP+ provides up to 24** months of case management and financial support to further aid youth in their transition to independence. Youth are assigned a case manager, who meets with youth regularly to monitor their progress on their TILP (transitional independent living plan) goals. Similarly to AB 12, youth are required to be actively working toward their TILP goals and participating in qualifying activities monthly. The THP+ case manager provides services such as:
- Home visitation and inspection
- Assistance with identifying and completing educational goals
- Shopping and home setup
- Monthly budgeting, bills, and money management
- Employment search assistance
- Creating a plan for post-THP+ life and identifying life-long supports
*youth may be eligible for an exemption based on a qualifying medical condition. See your social worker or probation officer for details
